It's the representative of a team that wants to trade rumors or information on the potential location of Specified Slot Cards.

A player has cast '1040 Contact' to communicate with one of the Player Characters.

It's the representative of a team that is offering an "information sharing pact". Essentially, the two groups would trade potentially crucial information, from odd rumors that might be tied to a Specified Slot Card's location, to any signs of danger regarding a location or a Greed Island player.

Should the PCs accept, either group may initiate an information sharing session through '1040 Contact' at any time.

If the PCs already have an information sharing pact with a group of players, this randomized result represents said group initiation a session.

To hire them, you can either give them as many of the four cards that you want them use on the target player plus a Rank D card or above as payment, or you can give them cards of an equal Rank as the ones you want them to use plus the Rank D card or above.
